About the platform

The Meeting Sign-In System is the official digital attendance platform of the County Government of Mandera. It replaces paper sign-in sheets with a secure, verifiable record of who attended county meetings, public participation forums, barazas, trainings and workshops.

Why it exists

Accurate attendance records support transparency, accountability and proper reporting across all county departments. Paper sheets are easy to lose, hard to verify and slow to compile. This platform produces tamper-resistant records that can be exported as official documents in seconds.

How attendance is verified

Every meeting can be geofenced: attendees are only able to sign in when they are physically within a set radius of the venue. The location check is performed on the county server — not trusted to the attendee's device — and entries with poor or suspicious GPS accuracy are flagged for review. Additional safeguards include optional passcodes, duplicate-prevention by email and device, rate limiting and a full audit log.

Notifications

When someone signs in, they can receive an instant SMS confirmation (via Africa's Talking) and an email confirmation (via Resend). Meeting owners can also be alerted to each new sign-in, so they always know who is in the room.

Official records

Attendance can be downloaded as a branded PDF or Word document carrying the county header, logo, venue and date, or as a CSV file for further analysis. Each document lists every attendee, the time they signed in, and their geofence verification status.
